Crazy Number of Foot Massage Places on Valley Blvd

I don't see how a place can stay in business charging $10 for a one hour massage.  And I don't see how there can be about 25 or 30 of those businesses on just the 2 1/2 miles or so of Valley Blvd in San Gabriel.  But, apparently, people come from all over the Southland for these cheap massages.  It's so cheap, they're willing to pay for the gas to get out here.  But surely this bubble will have to burst eventually?

     . . .So why would he offer the "use his copier machine to produce the copies, free of charge"?  And did he declare this "donation" as a contribution to Maggie Clark's re-election campaign?

     And who is the "they" that he said ought to consider sending out a letter?

     And, now that the issue  needs "clarification," will he also offer the city free use of his copier machine to make new flyers?
