Wal-Mart Transformer

City conversations with Edison and Wal-Mart over the transformer continue.  "Currently, we are exploring the possibility of placing some sort of protective screen around the existing transformer" (that's from the city manager's newsletter).

I assume by "screen" they mean something more than the green fencing screen that's currently on the Wal-Mart/Panda property line.  Practically-speaking, I think a solid protective barrier that could prevent a runaway car or truck from taking out the transformer (and simultaenously shield nearby residents from the humming noise of the transformer) might be the best alternative.  Regardless, I also think a case can be made that any alternative short of placing the entire transformer below-ground would require the Planning Commission to approve a change in the current conditions of approval for the Wal-Mart project.
